The replies basically confirm my conclusions. Most feel Microstation and InRoads are better suited for design, Autocad for drafting. I give C3D the advantage with is dynamic annotations, annotation scale, dynamic blocks, etc. But site modeling is entirely too cumbersome without useful, stable grading tools.
Best is to create a LIN file and import it in Microstation DGN as is so it will use same shx file as AutoCAD or work in dwg only so it uses ACAD linetypes.
